10th Street Reconstruction Project
Detour for 10th Street Traffic
Beginning Monday July 24, 2018 10th Street between I and N Streets will be closed to through traffic and detoured for the duration of the project. Alternate routes are available, please use 18th Street, or 4th Street. Local residents along 10th Street will still be able to access their homes, please watch for the direction of traffic control flaggers and signs.
November 20, 2018 - Today and tomorrow sidewalk and ADA curb ramps are being placed between N Street and Hamilton Way. A new 10 inch water line is being installed between Hamilton Way and M Street.
November 14, 2018 - Today curb and gutter is being placed between N Street and Hamilton Way. The curb requires a cure time of one week prior to driving vehicles over the new curb. Thank you for your patience as the concrete hardens.
November 9, 2018 - The majority of work on 10th Street will be completed by the end of December. In the spring a final layer of asphalt and pavement markings will be placed. Work to rebuild the road bed on 10th Street continues between N and M Street. Next week curb and gutter will be poured between N Street and Hamilton Way. The installation of the new storm line will be complete today.
October 9, 2018 - Sidewalk and ramps are poured between I and M Streets. Later this week driveway connections will be completed between I and M Streets. Work continues on the storm drain system near 10th and Seamount.
September 26, 2018 - Work to prepare the subgrade for road paving between I and M Streets continues. The first lift of asphalt is scheduled to be placed Friday September 28th. Work continues on the storm drain system near 10th and N Streets.
September 14, 2018 - The 10th Street Reconstruction Project is set to resume work Monday September 17, 2018. 10th Street, between I and N Streets will again be closed to through traffic for the duration of the project. Work over the next few weeks will include stormwater and water main work between M and N Street and sidewalk, driveway concrete and road grading and paving work between M and I Street.
August 21, 2018 - Work on the project has been temporarily suspended. The Contractor's workers are part of a union that as of today is on Strike. Planned drinking water disruptions will not take place today. 10th Street will remain open for vehicle travel during this project delay. Please continue to observe the posted speed limit in the work zone of 20mph. As soon as more information is available we will post an update.
August 13, 2018 - Placing new concrete curb and gutter between I and M Streets. Installation of new Stormwater outfall near 10th and N Streets. Driveways and sidewalks between I and M Streets will be placed the week of August 20th.
August 8, 2018 - New catch basins to capture water from 10th Street are being installed. Connections to drinking water lines continues.
August 1, 2018 - Work to prepare the subgrade for sidewalks between I and M Streets continues.
July 26, 2018 - The Contractor is installing new Stormwater catch basins between I and M Streets. The first two water crossing installations are scheduled for Monday July 30th through Friday August 3rd. Some localized water services disruptions near K Street are unavoidable. You will be contacted by the Contractor if your water service will be disrupted. Thank you for your continued patience during this project.
July 23, 2018 - The Contractor began mobilization of equipment reconstruct W 10th Street between I and N Streets. Please "Give Them A Brake" when you see construction workers. Work will begin at both sides of the 10th Street Project, installing new water crossings between I and M Streets, and clearing and grubbing between N and M Streets.
July 3, 2018 - City Council approved the award of a construction contract to Lakeside Industries of Port Angeles, WA in the amount of $2,523,592.15. Two bids were received and opened on June 26, 2018, Lakeside Industries was the low responsive bidder.
Transportation Benefit District (TBD) sales tax funding
This is the first use of Transportation Benefit District (TBD) sales tax funding, which was approved by Port Angeles voters in August 2017. The 10th Street Improvement projects were the #1 priorities for use of the TBD funds, and were accelerated with the recent availability of the Washington State Transportation Improvement Board (TIB) grant funding. These projects have been listed on the Capital Facility Plan since the 1990’s while awaiting adequate funding, now made available by the TBD sales tax funds.
The Washington State Transportation Improvement Board (TIB) awarded the City a grant in the amount of $1,150,001 to reconstruct 10th Street between I and N Streets. This grant was accepted by City Council on February 6, 2018. This is a high priority project in the City’s 2019-2024 Transportation Improvement Plan.
The project includes the follow key elements:
- New asphalt road between I and N Streets
- New driveway entrances, curb, gutter and stormwater conveyance and treatment between M and N Streets.
- New sidewalk on the north side of 10th between I and N Streets.
- Replace aging water main crossings under 10th Street and water main between M Street and Hamilton Way to prevent the need to cut the new road when the water mains are replaced.
- New sewer crossing at L Street to facilitate future connections.
